I. Prelude: what we found upon arrival in 2000. The physical beauty (mountains, rivers, forests) and problems (poverty, poor health, environmental destruction) inherent in a small Appalachian town, with an aging population of +/- 1,000.
II. Strengths: Community participation in determining, designing, installing the project. 2001-2005,
